1. Install Flashdevelop
A. Run the Flashdevelop installer and click "Next" when the dialog shows below.
B. Then, select "I Agree" when the License Agreement shows.
C. Select "Next" again so that the Default install type is selected.
D. The next window will allow you to chose the installation folder. Just select "Install" for the default location.

2. Extract the Adobe Open Source SDK

A. Extract the Adobe Open Source Flex SDK into tools directory under FlashDevelop and rename it to "flexsdk".

3. Setup the Flash Debugger

A. Open Flashdevelop. Go to "Tools->Program Settings (F10)". Select "FlashViewer" plugin and find the "External Player Path" entry, enter the Flash Player Debugger path.
